Mast 901 Governor's telegram No.437 to Colonial Office 1st May which you should see if possible raised questions of admission of liability in connection with requisitioning of certain vessels where responsibility for compensation not clear.

will see from Colonial Office reply Telegram 533 of 10th May that local representatives of U... Departments concerned are to examine further and report on liabilities arising from claims in questions in light of reply telegram quoted.
Please report earliest details of cases where compensation by Service Departments is considered reasonable as we shall doubtless be consulted on basis of compensation. So far as we know there were no requisitions for Ministry use. Care should be taken to avoid committing U. K. Government to liabilities at this stage.
